In accordance with punish «On the approval of the organisational structure and regulations for the Educational and Scientific Institute of Nuclear and Heat Power Engineering and its structural subdivisions» Order No 69 of 03.05.2022 The regulations for the Department of Digital Technologies in Energy are as follows:
 
  1. General Provisions

The Department of Digital Technologies in Energy of the Educational and Scientific Institute of Atomic and Thermal Power Engineering (hereinafter referred to as the Department) is a basic structural unit of the National Technical University of Ukraine «Igor Sikorsky Kyiv Polytechnic Institute», which carries out educational, methodological and scientific activities in a specific specialty or group of specialties.

The Department, in its activities, is guided by the Development Strategy of Igor Sikorsky Kyiv Polytechnic Institute and has the main goal of creating all conditions for training highly qualified specialists capable of creating modern scientific knowledge and innovative technologies for the benefit of humanity and ensuring Ukraine's worthy place in the global community, creating conditions for the all-round professional, intellectual, social and creative development of the individual at the highest levels of excellence in the educational and scientific environment.

1.3. The department is part of the Educational and Scientific Institute of Nuclear and Thermal Power Engineering (hereinafter referred to as the Educational and Scientific Institute). The department's staff consists of academic, scientific, engineering and technical workers and educational support staff.

1.4. A draft staffing table for the department is drawn up by the head of the department, agreed with by the director of the educational and scientific institute and the economics and finance department, and approved by the rector in the prescribed manner.

1.5. In its activities, the department is guided by the current legislation, the Charter of Igor Sikorsky Kyiv Polytechnic Institute, the regulatory framework of Igor Sikorsky Kyiv Polytechnic Institute and this Regulation.

 

  1. PRINCIPAL TASKS OF THE DEPARTMENT

The primary tasks of the department are

within the scope of the educational process:

2.1. Organisation of the educational process at all levels of higher education (hereinafter - LHE) and forms of study in the department's academic disciplines in accordance with the work study plans and syllabi of educational components (hereinafter - EC);

2.2. Ensuring a high quality of the educational process in accordance with higher education standards and regulatory documents on the organisation of the educational process;

2.3. Improvement of educational content, taking into account modern achievements in science, engineering, technology, and production;

2.4. Implementation of progressive methods and modern information technologies in teaching (in particular, blended and distance learning forms);

2.5. Improving methods for assessing the quality of education, conducting assessments, exams, and final certification of higher education students; participation in conducting rector's control;

2.6. Organisation and conduction of practical training and completion of qualification work;

2.7. Organisation and conduct of final attestation for higher education applicants, ensuring the effective work of examination boards;

2.8. Organisation and conduct of entrance examinations for study on the second (master's) and third (doctoral) higher education levels;

2.9. measures to prevent cases of academic dishonesty;

2.10. Monitoring the career paths of graduates by identifying their places of employment;

in methodical work:

2.11. Development of educational programmes, curricula and work-study plans for specialities across all HEIs;

2.12. Development of study programme components, curricula and module syllabi, and practical training;

2.13. Development of topics for term papers, course projects, qualification works;

2.14. Development of research topics for masters and postgraduate students and dissertation topics;

2.15. Development and publication of textbooks, study guides, practical exercises, recommendations for studying curricula and course syllabi, completion of individual assignments, qualification works, as well as other educational literature, teaching aids and training equipment within the department's remit;

2.16. Development of tools for diagnosing learning outcomes;

2.17. Development and implementation in the educational process of new and improvement of existing laboratory work, computer practicals, teaching aids, active models, visual equipment, and application software packages;

2.18. Review and appraisal of educational and methodological materials;

2.19. Conducting an examination of competitive qualification works;

2.20. Conducting methodological seminars and other events to implement new educational technologies and improve teachers' pedagogical skills;

2.21. participation in the development and timely revision of information packages for educational and scientific institutes; 

in research and innovation work:

2.22. The organisation and training of postgraduate students, doctoral candidates, and researchers, including foreign citizens, providing recommendations for admission to postgraduate and doctoral studies, etc., appointing a scientific supervisor in the prescribed manner;

2.23. Discussion and nomination of candidates for academic and honorary titles;

2.24. Organisation and creation of conditions for conducting research and development work (hereinafter referred to as R&D) within the department's profile (preparation of materials for obtaining funding, tender proposals for carrying out work, etc.);

2.25. Carrying out fundamental research and development for state budget topics, carrying out development and research on behalf of enterprises (organisations), under state programmes and at the request of ministries and departments; performing work under international contracts; conducting exploratory (initiative) research; developing startup projects; preparing innovative projects and developments, including for the «Kyiv Polytechnic» science park;

2.26. Engineering and organisation of marketing, promotion of R&D results to the markets; submission of works for the State Prize of Ukraine in Science and Technology; implementation of research results into production and the educational process; preparation of protection documents for intellectual property, preparation of licences for sale;

2.27. Preparation and publication of monographs, standards, scientific journals, articles, etc.;

2.28. Certification of electronic publications.;

2.29. Expert assessment / review: R&D and R&D&C work (research, development and experimental design), abstract of research papers, dissertations, scientific publications, articles, etc., involvement in dissertation defence;

2.30. Organisation, conducting and participation in scientific seminars, conferences, exhibitions (all-Ukrainian, science park, Igor Sikorsky Kyiv Polytechnic Institute, etc.);

2.31. Creating conditions for involving students in scientific work (supervising students participating in: research and development (R&D) projects, student scientific clubs, design bureaus, scientific conferences, seminars; preparing students to participate in international and all-Ukrainian Olympiads and startup project competitions; organising participation of master's theses in Igor Sikorsky KPI competitions and all-Ukrainian student research competitions);

2.32. Effective use of the creative potential of the department's academic and research staff in solving current problems in science, engineering, and technology;

in organisational work

2.33. formation of the timetable in conjunction with the training department of the educational process organisation department;

2.34. Creating conditions for the professional growth of the teaching staff and other department employees, and meeting the individual's needs for intellectual, cultural, and physical development;

2.35. Organisation and supervision of classes and practical training by the department's academic staff;

2.36. establishing creative links with higher education institutions, industry organisations, enterprises, research institutes, and other businesses and organisations, regardless of their organisational form and ownership (including foreign ones);

2.37. Assisting in the retraining and professional development of the department's scientific and pedagogical staff and monitoring these activities;

2.38. Organisation and conduct of methodological, scientific-methodological, and scientific seminars, conferences, etc.;

2.39. Organisation of cooperation with departments that teach other academic disciplines to higher education applicants;

2.40. Organisation of career guidance events in cooperation with the Career Guidance Department – Career Development Centre of the Igor Sikorsky Kyiv Polytechnic Institute's Educational and Disciplinary Department, and attracting individuals to study in the department's specialities.;

2.41. Organisation of events to attract individuals to postgraduate studies and professional development.;

2.42. Organisation of systematic communication with Igor Sikorsky KPI graduates, particularly PhD students of the department;

2.43. Participation in the preparation of agreements for the practical training of higher education students and documents regarding the employment of graduates through the Student Employment Department – the Centre for Professional Adaptation and Employment;

2.44. Preparation of licensing and accreditation files;

2.45. Organisation of the dissemination of the department's performance results on information stands and in the media, including the use of web resources of Igor Sikorsky KPI;

2.46. Creation and maintenance of the department's website;

2.47. Organisation of the filling of electronic offices of academic and scientific staff with necessary information in the AIS «Electronic Campus» of KPI named after Igor Sikorsky, constant support of the department's website, social media pages and other information resources created to present and support the department's activities on the Internet;

2.48. Facilitating the implementation of educational and research work of academic staff with higher education students through the department's website;

2.49. Participation of department staff in the work of expert councils, commissions, working groups of the Ministry of Education and Science of Ukraine, the Attestation Board of the Ministry of Education and Science of Ukraine, and specialised councils for the defence of doctoral and PhD theses;

2.50. Determining the rating of the department's academic staff;

in educational work:

2.51. undertaking a set of measures aimed at fostering a highly developed individual in the spirit of Ukrainian patriotism and respect for the Constitution of Ukraine;

2.52. Appointment and organisation of the work of academic group curators;

2.53. Organising events to ensure students comply with the legislation of Ukraine, moral and ethical norms of behaviour both within Igor Sikorsky Kyiv Polytechnic Institute and beyond, adherence to the requirements of the Igor Sikorsky Kyiv Polytechnic Institute Code of Honour, and careful treatment of Igor Sikorsky Kyiv Polytechnic Institute property (buildings, premises, furniture, equipment, inventory, educational publications, instruments, etc.);

2.54. Raising the spiritual and cultural-educational level of students;

2.55. Carrying out events to promote a healthy lifestyle among students;

in international activities:

2.56. Development and implementation of a set of measures for integration into the international educational and scientific space.;

2.57. Studying international experience of specialist training in the department's field and its utilisation in the educational process;

2.58 participation in the organisation of academic exchanges with allied departments of partner universities;

2.59. Information and advertising work on recruiting foreign citizens for studies and ensuring the training of specialists from among foreigners;

2.60. Participation in the performance of scientific and technical work on order or with the involvement of foreign partners;

participation in the implementation of international projects, programmes;

2.62. Organisation of relations with foreign graduates of the department, maintenance of a database of foreign graduates of the department;

2.63. Assisting teaching and research staff of the English language department in learning and using English, and obtaining international certificates;

2.64. Participation in international integration in the field of human resource training through the implementation of the «Dual Degree» programme;

2.65. Organisation of, and participation in, international conferences, seminars, competitions, and exhibitions;

2.66. Ensuring revenue from various forms of foreign economic activity;

2.67. The allocation, in agreement with the Director of the Educational and Scientific Institute, of funds from the special fund of the State Budget of Ukraine, received for the provision of educational services by the department, in particular from foreign student applicants.

  1. Organisation of the Department

3.1. The department's activities are carried out on the basis of the department's annual work plan, which covers the directions and tasks specified above. The department's work plan is discussed and approved at a department meeting.

3.2. The main issues of the department's activities are discussed at a meeting of the department, the decision of which is binding on its employees.

3.3. Department meetings shall be held no less than once a month. Teaching and research staff of the department shall participate in department meetings. A department meeting shall be deemed quorate if at least two-thirds of the staff for whom the department is the primary place of employment are present. Department decisions shall be taken by a simple majority of votes. Department meetings shall be documented by minutes in the prescribed manner. Other department staff, staff from other departments, as well as from other higher education institutions, enterprises, institutions and organisations may be invited to department meetings. When discussing candidates for the competitive position of Head of Department, the department meeting shall be chaired by a Vice-Rector, Director of the Educational and Scientific Institute, or another member of the university's expert-qualification (competitive) commission, based on a relevant authorisation from the Rector.

3.4. The department, at its meeting, elects delegates to the conference of the [educational and scientific institute]'s staff.

3.5. The head of the department reports on their work annually at a department meeting.

  1. Department Management Bodies

4.1. The department is managed by the Head of Department, who holds an academic title or degree and has at least five years of research and teaching experience. The Head of a graduating department must, as a rule, hold a doctorate or the title of Professor in the relevant department's field. The Head of Department is elected to this position through a competition by the Academic Council of Igor Sikorsky Kyiv Polytechnic Institute. A contract is concluded with the Head of Department for a period of five years.

4.2. The replacement of academic and research staff positions shall be carried out in accordance with the legislation of Ukraine and the regulatory acts of Igor Sikorsky Kyiv Polytechnic Institute, in particular, the Procedure for conducting competitive selection or election by competition when filling vacant academic and research staff positions and concluding labour contracts (agreements) with them.

4.3. The department must comprise at least five academic staff members who are employed by the department as their primary place of work (full-time employees).

4.4. The Head of Department oversees the organisation of the educational process, the implementation of curricula and subject syllabi, and supervises the quality of teaching, educational-methodological and scientific activities of the teaching staff.

4.5. The Head of Department ensures the performance of the department's functions and the execution of orders, directives, and assignments from the Rector and the Director of the Educational and Scientific Institute, as well as the creation of a cohesive, positive image of the department in cyberspace (the global Internet) as a structural unit of Igor Sikorsky Kyiv Polytechnic Institute, capable of competing in the international market of educational and scientific services.

The Head of Department is directly subordinate to the Director of the Educational and Scientific Institute and acts on the basis of their job description and contract.

4.7. In accordance with the Regulation on the Scientific Supervisor of a Subdivision (educational and scientific institute, faculty, department), a scientific supervisor may be elected at the department.

4.8. The department's funding is provided by the general and centralised special fund, and the special fund of the educational and scientific institute.

4.9. The requirements, rights, responsibilities, and work time planning of academic staff are defined by the Regulations on the organisation of the educational process at Igor Sikorsky Kyiv Polytechnic Institute.

4.10. The formation of the staffing structure and the draft staffing table shall be carried out by the head of the department in agreement with the director of the educational and scientific institute within the approved funds and standards in the established manner.

 

  1. Cessation of the Department

5.1. The termination of the department's activities shall be carried out by means of its reorganisation or liquidation.

5.2. The department's activities shall be terminated by order of the Rector in accordance with the procedures and conditions stipulated by the Charter of Igor Sikorsky Kyiv Polytechnic Institute, current legislation, and by a decision of the Academic Council of Igor Sikorsky Kyiv Polytechnic Institute.
